Out of the blue your entry could show Google Places Suspended Status after a Report a Problem, a Google algorithm or staff visit to your entry.
Your Google Places account may have been Suspended because of entries which violate newer guidelines. The Places account can be put in Suspended status for repeated use of a phone number as Google have now actually made it a unique key rather then just saying it is. Or for several Places entries for what Google regard as one business area. If there is no reconsideration button in the red banner the account is dead. The button is reported as coming and going, perhaps returning when the entries have been corrected and pass an algorithm test. It is possible now to have Suspended entries manually reviewed through the Help Articles.
Or they have detected you are a Web Marketeer who is managing clients Places entries in your own account rather than in each clients own Places account under their own email. You need to transfer each entry from the Google Places Suspended email account into an email account owned by the client. If they set a specific email up they can share the password with you.

You can try editing the entries in your Suspended account to make them compliant with the guidelines if none of the above conditions for Suspension apply. If then a re-consideration button does not appear the account is dead.
For each entry in the Suspended Account:
1. If the Places account is in gmail you need to clear the entry down to name, address, primary phone no and the first Google category. Submit the changes. Wait a bit.
2. Delete and Remove the entry from appearing in Maps. Wait a bit.
3. Once you do not need to refer to the content Delete and remove the entry from the Places account.
You need to establish why the account was Suspended before proceeding.
Make a new non-gmail email account.
