Yes there is Google Places Help and now Google+ (Plus) Local Help.
The first option is to go to the Google Product Forums – Google and Your Business and try the Help articles. For some issues like Pending Review you may find an answer in the Google Places Help Forum. You need to be aware posts in there are indexed so use shortened URLs and do not give emails.
